As many others have said, having older actors play younger characters is pretty common. They did the same for The Hunger Games - originally, I was disappointed, because I thought it would make the story less powerful since the whole point is that KIDS are being forced to kill each other.
But Jennifer Lawrence did an awesome job, and Catching Fire turned out to be one of the best book adaptations I've ever seen.
